Reversing the policy of his predecessors, Kamehameha III issued the Edict of Toleration, which permitted Catholics in the Kingdom of Hawaii to practice their faith openly. The king was in part motivated by a desire to avoid military intervention by France, which sought to protect the operation of French missionaries.
